The Schools Division Office (SDO) of Pampanga, through the School Management Monitoring & Evaluation (SMM&E) Section of the School Governance & Operations Division (SGOD), conducted the 2018 Division Monitoring, Evaluation and Plan Adjustment (DMEPA) Presentation for the Fourth Quarter at Vista Tala Resort and Recreational Park, Orani, Bataan last January 14-15, 2019.
The activity aimed to realign programs, projects, and activities to the Office Performance Commitment Review Form (OPCRF) objectives; validate presented 4th quarter accomplishments of support divisions/units/sections; consolidate 4th quarter accomplishments of the SDO; and finalize DMEPA report for the 4th quarter.
Present during the assemblage are Assistant Schools Division Superintendent (ASDS) from the North and South sectors Mam Rowena T. Quiambao, CESE; Dr. Leonardo C. Canlas, CESE, the ASDS from the East and West sectors; the Chief Education Supervisors of the Curriculum Implementation Division (CID) and SGOD, Dr. Celia R. Lacanlale and Dr. Arceli S. Lopez, respectively; and the unit heads and other representatives from the three offices and different sections/units, totaling to 33 personnel.
The first day kicked off with a review of the office functions, Key Reform Areas (KRAs), and job descriptions and summary of personnel under the three functional divisions, spearheaded by ASDS Dr. Leonardo C. Canlas for the Office of the Schools Division Superintendent (OSDS), Dr. Celia R. Lacanlale for CID, and Dr. Arceli S. Lopez for SGOD. This is in connection to the unnumbered memorandum from the Office of the Undersecretary for Planning and Field Operations, Mr. Jesus L. R. Mateo, entitled “Compendium of DepEd Office Functions and Job Descriptions” dated January 25, 2018 as a reference document for office operations.
As the basis for MEPA, the 2019 Office Performance Commitment and Review Form (OPCRF) of the SDO, headed by Schools Division Superintendent Dr. Leonardo D. Canlas, CESO VI, was also presented by Mam Rowena T. Quiambao, focusing on the new KRAs which include Strategic Management & Operations, Curriculum & Instruction Management, Human Resource Development & Management, Resource Management, and Partnership Building.
The conduct of the 4th quarter DMEPA is guided by the division M&E framework with focal or content areas on the delivery of education services and division organizational health & performance. The strategy covers the intermediate results of organizational effectiveness and organizational resource support. The processes involved in the MEPA, as a mechanism, were revisited, with SMM&E Senior Education Program Specialist Dr. Ruby M. Jimenez.
The presentation and validation of accomplishments for the last quarter was done the following day with the two chiefs and OSDS unit heads reporting the status of implementation of the various programs, projects, and activities of the functional divisions, in support to the attainment of the SDS’ OPCRF objectives. Implementation issues by category were discussed and resolutions were provided to address these. Finally, the lessons learned, both from hindering and facilitating factors, were shared, on the basis of their experience.
The DMEPA technology promotes the culture of quality and performance accountability in the division.
